That is handled case by case with the relevant authorities. We review the situation before any commitment and never promise there is no formality.
How many units to start with?
One or two are enough to measure demand. The fleet can grow later with no new building work.
Do we need to hire staff?
Not for check-in, which is digital. Cleaning between stays is the only local task.
